- Residence: Andaman and Nicobar Islands residents only

- Must have successfully completed a trade or skill course from a Government Industrial Training Institute or Vocational Training Centre
- Eligible children of registered construction workers can also apply
- Must submit the course/trade completion certificate from approved training institution
